Once again, we debated a resolution on immigration. When this resolution was reintroduced one public speaker asked if we want to be like Springfield Ohio. At this meeting one speaker noted that the real reason for this resolution was to help create a one world government. The inflammatory politics behind a resolution like this does nothing to improve public service in Sauk County. It was defeated by one vote.
The board approved a resolution by the vote of 27 to 2 to have Dr. Brian Kaskie conduct the Sauk County Older Adults Needs Assessment.
The board unanimously authorized the acquisition of a Leave Management system from Total Absence Management. This is to replace FMLA Source management system.
The board unanimously authorized the purchase of an employee assistance program (EAP) by Allone Health to replace the one by Empathia.
The board unanimously authorized rate increases for dental insurance offered to county employees. The yearly increase for a single employee is $19.56 per year, and for the family plan it will increase $49.20 per year.
The board unanimously authorized additional spending through the Federal American Rescue Plan Act (ARPA). The funds must be used or obligated by December 31st, 2024. Sauk County has $1,807,667 in ARPA funds remaining. The county administrator has coordinated with departments to determine one-time or not regularly recurring projects or items to which the remaining ARPA funds may be allocated. Most of it went to Building Services. Some also went to Land Resources and Environment, Management Information Services, and Personnel.
The board authorized an increase for the community health worker in public health from .4 FTE to 1.0 FTE.
The board unanimously authorized a resolution to support the installation of conservation practices that prevent phosphorous pollution caused by soil erosion and agricultural runoff to protect groundwater and surface water resources.
The board unanimously approved the Cooperative Agreement with the Upper Sugar River Watershed Association and authorized the submission of the Lake Monitoring and Protection Network Grant Application.
The board unanimously authorized amendments to the intergovernmental agreement with Dane County and the Village of Sauk City for WisDOT TAP-STARS Frant Program.
The board voted 26 to 3 to deny an application of a rezoning from a resource conservancy district to agriculture district. The petition was from TKC Real Estate Holdings, LLC with the intention of expanding a non-metallic mining operation.
The board unanimously approved a request for application for the Cooperative County and Ho-Chunk Nation Law Enforcement Program for Tribal Trust Lands within Sauk County. This is an annual resolution that allows funding for patrolling costs of the Ho-Chunk lands.
The board unanimously approved the purchase of a remotely operated vehicle for the Sheriff’s department. This rover can maneuver in fast currents and penetrate deep water without putting undue stress or danger on the dive team. This is funded by the American Transmission Company via the environmental impact fee.
And finally, the county administrator presented the proposed budget to the county board. The yearly budget meeting will be held at 6pm on November 12th. See you there.
